Stock Count

It puzzles me how a simple stock count can be so difficult in a way that it could not be done in a period of nine months. However, if the headquarter book quantity, warehouse book quantity, physical count by warehouse and physical count by headquarter are all different, and over two hundred labels, things could be a little bit challenging. Who, if any, is right after all?
